What's the criteria?

Oh, you know... a very subjective combination of factors.  If a site is low on content, or relevance, but looks great, and was designed from scratch, it automatically made the list.  Important/relevant websites also made the list even if they were in need of a makeover.  Don't agree???  Give us some suggestions, and we will bump the unworthy if you found one in the rough, we don't know about.
